The Government has approved a bill that provides balancing the funds' flow to the budget. Through this bill implementation, the Ukrainian government plans to receive an additional UAH 60 billion annually. According to the document, the payment of a 5% excise tax on the retail price of tobacco products is transferred to manufacturers and importers. It is assumed that the budget reimbursement of value-added tax (VAT) will be limited for intermediaries who sell consumer goods. A minimum tax will also be introduced on 1 hectare of agricultural land used for growing products for sale. This tax liability will amount to 4.5% of the normative monetary value of the land. 

In March 2021, the Verkhovna Rada approved amendments to the Tax Code regarding bill No 3761, as well as to the Customs Code (bill No 3762). These amendments are necessary to implement the law to support large investment projects.
