Citizens want to receive services at a lower price, but local governments provide low-quality services. It is necessary to solve the problem with investments, that is, to attract private capital to create a competitive environment. To attract investments, it is necessary to privatize more than a quarter of public utility companies with a book value of about UAH 12 billion.
